Montrose City Manager Bill Bell spoke last week at the Montrose Pavilion as part of the city\u2019s annual State of the City program, which featured presentations from several city leaders highlighting progress and priorities for the year ahead.<\/p>

<\/a><\/div>\n\n\n\n

Bell\u2019s portion of the program focused on community pride, housing partnerships and the city\u2019s evolving approach to homelessness.<\/p>\n\n\n\n

\u201cWe choose to live here, why we choose to raise our kids here, why we choose to have this be the place that we want to either start our career or finish our career depending where you\u2019re at in the timeline of life,\u201d Bell said. \u201cBut my answer to everyone is the people of Montrose is what truly makes it special.\u201d<\/p>\n\n\n\n

Throughout his remarks, Bell emphasized the importance of maintaining civility and keeping city government apolitical amid national political division.<\/p>\n\n\n\n

\u201cThere\u2019s a lot of angst out in the federal government right now across the country right now,\u201d Bell said. \u201cThe city of Montrose is apolitical. We are that way based on our charter\u2026 based on our code of ordinances\u2026 based on the statutory requirements from the state of Colorado.\u201d<\/p>\n\n\n\n

He said that culture requires effort from both staff and elected officials.<\/p>\n\n\n\n

\u201cIt\u2019s not always easy to do the right thing or to stand up for the right thing, but I\u2019m truly proud of those accomplishments we\u2019ve made in that regard over the last couple of years,\u201d Bell said.<\/p>\n\n\n\n

Housing Focus<\/strong><\/p>\n\n\n\n

Bell said housing remains one of the city\u2019s top priorities, a focus that dates back to a 2016 community survey.<\/p>\n\n\n\n

\u201cWe knew from our household community survey in 2016 that we needed to focus on housing,\u201d he said.<\/p>\n\n\n\n

He stressed that no single type of housing will solve Montrose\u2019s needs.<\/p>\n\n\n\n

\u201cIt\u2019s really important to know that having a variety of housing is so important,\u201d Bell said. \u201cYou can\u2019t just build single-family homes, you can\u2019t just build multi-family apartments\u2026 not one thing is the solution for our community.\u201d<\/p>\n\n\n\n

Since 2023, the city has secured or helped obtain more than $17 million in grant funding for housing, land acquisition, infrastructure and preservation of affordable housing, according to presentation slides. That includes:<\/p>\n\n\n\n

\u2022 $10,050,000 in Proposition 123 funding<\/p>\n\n\n\n

\u2022 $2,000,000 from the Energy Impact Assistance Fund<\/p>\n\n\n\n

\u2022 $5,000,000 in CDBG funding for housing preservatin<\/p>\n\n\n\n

\u2022 $176,000 in state planning grants<\/p>\n\n\n\n

Bell also pointed to Base Camp Apartments as a milestone.<\/p>\n\n\n\n

\u201cThe first multi-family apartment complex greater than 10 units was Base Camp Apartments. In the history of Montrose, that was a huge deal for us,\u201d he said.<\/p>\n\n\n\n

He said multifamily housing is important for young workers and retirees alike.<\/p>\n\n\n\n

\u201cWe have a lot of young people entering the housing market that don\u2019t have money saved up to buy a home and we want them as workers in our community,\u201d Bell said.<\/p>\n\n\n\n

Addressing\u00a0Homelessness<\/strong><\/p>\n\n\n\n

Bell acknowledged that in the past, the city avoided taking a direct role in homelessness issues.<\/p>\n\n\n\n

\u201cFor years\u2026 we as a city honestly buried our head in the sand,\u201d he said. \u201cWe tried to avoid getting into the world of the unhoused\u2026 because we didn\u2019t see it as our responsibility as a small rural city.\u201d<\/p>\n\n\n\n

That approach has changed.<\/p>\n\n\n\n

He highlighted the city\u2019s unhoused roundtable, which met monthly over the past year and included former unhoused individuals and service providers.<\/p>\n\n\n\n

\u201cWhat I found most valuable in those meetings was the civility\u2026 the ease of dialogue and the communication that we had,\u201d Bell said.<\/p>\n\n\n\n

The city is now considering creating a task force and evaluating options for a potential facility.<\/p>\n\n\n\n

\u201cWe now have some action plan steps that we need to take,\u201d Bell said.<\/p>\n\n\n\n

He also emphasized that government processes take time.<\/p>\n\n\n\n

\u201cProblems that have arisen over decades \u2014 you can\u2019t really solve those problems in a day or a week or just even a year,\u201d he said.<\/p>\n\n\n\n

Partnership with Shepherd\u2019s Hand<\/strong><\/p>\n\n\n\n

Bell singled out nonprofit The Shepherd\u2019s Hand as a key partner in addressing homelessness and community needs.<\/p>\n\n\n\n

\u201cOne of the biggest things I\u2019m proud of from that process was the partnership with Shepherd\u2019s Hand,\u201d Bell said.<\/p>\n\n\n\n

\u201cThey\u2019ve played a huge part in serving the unhoused community and not just unhoused community but just people in need in general.\u201d<\/p>\n\n\n\n

He encouraged residents to support local nonprofits.<\/p>\n\n\n\n

\u201cAll of these projects we talk about takes time, takes resources, takes money, and takes people,\u201d Bell said. \u201cPlease ask questions on how you can get involved.\u201d<\/p>\n\n\n\n
