City of Montrose
Dave Frank has announced his resignation from the Montrose City Council, effective Monday, September 7. He was elected to represent Council District IV on April 7, 2020, won re-election in 2024, and served as mayor for the 2022/23 and 2025/26 mayoral terms.
Upon his resignation, Councilor Frank released the following statement:
“It has been an honor and privilege to serve the City of Montrose for the past 6 years. I am extremely proud to have been a part of the wonderful forward-thinking projects that made Montrose a better place to live,” Frank said. “The stress and conflict of being a Council member take a toll on both our public and personal lives. I encourage citizens to step up and champion what is best for the City of Montrose.”
On behalf of the City Council, Montrose Mayor Michael Badagliacco issued the following statement:
“On Monday, September 7, 2026, Councilor Dave Frank submitted his resignation from the City Council. According to Mr. Frank, he did not make this decision lightly. The City Council would like to thank Mr. Frank for his dedicated service to the City of Montrose over the past six years, and we wish him well in his future endeavors.”
Mr. Frank began serving on City Council in the midst of the COVID-19 pandemic, a period fraught with many uncertainties for the community and operational challenges for the City of Montrose. During the span of his service, the city achieved important milestones in developing critical municipal infrastructure. He is noted for his diligent research into the details of city issues, projects, and operations, and as a devoted champion of the Montrose community.
In addition to his work on the Montrose City Council, Mr. Frank has taken an active role in advocating for municipal issues in Colorado, having served on the Executive Board of the Colorado Municipal League.
The process for filling vacancies on the City Council is provided in Article 1, Section 11 of the Montrose City Charter:
“In case of a vacancy, the remaining Councilors shall choose by a majority vote, and within 30 days after such vacancy occurs, a duly qualified person to fill such vacancy. He or she shall serve until a successor is elected at the next ensuing special or general municipal election, whichever first occurs, and has been duly qualified and takes office. If three or more vacancies exist simultaneously, the remaining Councilors shall, at the next regular meeting of the Council, call for a special election to fill such vacancies, provided that there will not be a general election within 90 days.”
